Azerbaijan has relatively scarce water resources and high demands in terms of irrigation, as well as a growing population, particularly in urban coastal areas. The river systems are dominated by interconnected irrigation networks, which in the past made it one of the world’s most productive agricultural areas, but also depleted the available resources. As those irrigation lands are rehabilitated, improved water resources management is critical to meet the country’s development goals. It needs to focus on Integrated Water Resources Management and increased protection and efficiency of use.
Azerbaijan has invested much effort in the past 15 years in improving water supply to urban residents on the coast, as well as to rural populations. For example, it has embarked on an important wastewater treatment programme. Still, some water quality and environmental issues have yet to be addressed. The water management and regulation framework is considered underfunded and fragmented. Water allocation aspects are a top priority of the water management authorities in Azerbaijan. In the country, water availability maybe reduced by 15% due to the impacts of climate change. In 2021 and 2022, severe droughts impacted the country. Therefore, adaptation to climate change is critical.
